Ur budget allows an eqm35/eq5 pro with either a 130pds or a 150pds with a coma corrector and maybe an astrocam depending on how much or gonna have left
If not a dslr is still good

the 150p f4 needs some collimation tools to make life possible with it.
nickle and dime bits and bobs is a bigger investment than you think
but the big aperture fast newtonian is a crash course into nerdhood. need to massage it perfect and you are literally speedrunning fotons into the sd card
fracs are more straight forward though. they just work

might be a unpopular opinion. but small trackers are a great way to learn the sky since it makes you point manually and plan ur shoots/targets. but they are useless after you want to go bigger eventually

For what would you go ? There are many Options
I have to take a bit of time to think about it
But there are a lot of good options

But also astroshop.eu has a lot of bad reviews
They are ok, Teleskop express is better imo
Which is a little bit sketch
I shop there all the time, but no telescopes, i buy them at Telescope express, they ship also very fast
The last one is small and portable, thats imo the best option for starters, as its grab and go. That one would be a good choice but you almost need a modified dslr for widefield as most of the nebula regions are in Ha, and you cant put a newton on it later, i would go for the first Option i recommended. Its widefield, has a modified Dslr, you can upgrade later, no need for guiding for the start

They are both rather widefield which is great but the first one is better, you will be able to pull really much Ha signal

They are also present at a Astro forum, but i bought mine also there, just write them how it is with cross border shipping, they also have many different dslr, mainly canon but i have exact same one and can recommend them, if you ask them they would probably also tell you the shutter count

No problem, but they are all great setups to start into the hobby
imo dslr is better then uncooled, especially for the rig as you have the option tho image without pc

Not necessary for a widefield setup without guiding, its one thing less he would have to learn instantly
The 70d is really awesome, i have a dedicated and i still use it to image, and i will not sell it, never
What i really like about astrocams is. Looping short exposures to platesolve and such
Had never problems with dslr platesolving, imo you only need a fast shutter rate for 3 star polar align
