the people there died a long time ago, unable/refusing to leave the island and venture out of the sea of fog, they're now repeating their last moments before the "ceremony" to the thunderbird/electro oceanid who set the fog over the island
somehow ruu is the only one who can talk to us i guess? hes also the one who was sacrificed to the thunderbird as thats what these people do in the ceremony to please the thunderbird
kama is strange, hes seen in flashbacks on the island but he lives and travels between tsurumi island and inazuma somehow

honestly was kinda disappointed with how fast the archon quest in inazuma finished, this was the opportunity to drag it out and make it more interesting/dark but it only took 1 talk with Yae Miko. How did the people forgive her so easily? I also wanted to see Kokomi have a bigger impact on the plot T_T
