tbh though, with the way acts 1 and 2 were structured and the overall storytelling structure of genshin so far, there is no way act 3 would have been good

think about it, mondstadt and liyue both had only like one or two important plot lines.

for mondstadt it was "oh no we have to stop dvalin before he does a bad thing" and for liyue it was "morax decided to be a selfish dipshit" with the abyss and fatui being there as side threats.

but for inazuma,
there was the resisatance plotline, the thing with teppei, the backstory tying in with ei's character motivation, kazuha's friend, the really weird connection that the fatui had with all of this, etc etc

look at inazuma for example
act 1 was a slow introduction to the region
and then act 2 instantly throws us into the conflict and in act 3 we solve it near instantly with some unanswered questions

How in god’s name is Ayaka’s story quest similar to Kokomi’s

Ayaka’s quest dealt with her learning about her mother and ‘dancing like no one is watching’, allowing her to stop being so uptight all the time.
Kokomi, in contrast, doubles down on her duties by showing her resolve in as tense of a situation as peace talks between Watatsumi and Tenryou.

You keep bringing up “the traveller helps her relax”, when it’s one moment in which the traveller helps watch over her after she passes out from exhaustion. This wasn’t returned with a “What would I do without you”, it was a simple “Thank you”. She respects the fact that Aether/Lumine doesn’t want to talk about Teppei (something the twins got upset about more than maybe the player base did, but that’s how the story went). You cherry picked one moment where Kokomi says she ‘gained energy’ from seeing the traveller, when you can see that literally reading a book gives her similar ‘energy’.

Kokomi’s quest is not exempt from cute stuff, but it does not come close to the dating sim that was Ayaka’s quest. Ayaka’s quest focused heavily on the fact that she did not have many friends, and traveller left a mark on her. In contrast, Kokomi’s quest focuses on her own situation, and doesn’t force her into relying on the traveller for anything. In fact, the traveller did not speak up during the peace talks.

But Kokomi is not some leader that everyone sympathizes with. She gets swarmed just as much as Jean did, and where Jean’s quest became “do all the chores because Jean isn’t doing great”, Kokomi’s quest becomes “Kokomi handles her own problems and we get a glimpse into her life”
