The True villain of Genshin seems to be Celestia and the Archons are nothing but pawns. I don't believe any of the Archons except maybe the War God would truly want to participate in this war. Which is why I believe that Celestia controlled the Archons somehow, each through possibly different means or maybe even the Gnosis.

Zhongli seems like he wants to tell us about it, but Celestia already made a contract with him that he can't break.

morax is a different story, he seems to love his nation but due to his deluded connection to contracts, he both risks his people and liyue to overcome them.
he nearly got his entire village destroyed just to see if he can finally stop relying on contracts and have his nation ruled by someone else for a change
basically retiring

beelzebul/ei, after the talk she had with traveler and yae at the end of chapter 2 act 3, is in a way better position to rule her nation than barbatos and morax ever were, and that's cause she partially gave up her ideal, "eternity"
barbatos' ideal, "freedom", was used as an excuse for his laziness, while morax nearly indirectly killed a part of liyue's population to see if he can finally stop giving out contracts
the raiden shogun is like a parody of both of them, showing herself as a programmed robot who can only detect "eternity" and "not eternity"

the question is, how good would a ruler be, if they hadn't focused on only one ideal?
