That's exactly it. Kusanali is just more akin to Yae/Dvalin/Xiao. We know from Inazuma itself that the current Dendro archon locks themselves in their forest so it makes perfect sense than the country based off of India/egypt would instead favor another god cause of how many gods those two places have
