I would suspect that Ayato is also opposed to it, due to Ayaka's choice of words. Using their clan name can put the blame on her brother as well, and I don't think Ayaka is that careless. Also, if the "Clan" opposes it, then it would be safe to assume that the Yashiro Commissioner and clan head himself has approved of this opposition.
