The trick from what I undersand was to make the prophecy happen as the heavenly principle saw it to happen, by creating Furina to play her role, while she stayed in the oratrice, that was more like a prison jail until the day it was ready to kill her and the throne of the hydro archon.
That way, Neuvillette could get his authority as the hydro dragon back, and pass judgement on Fontaine and the people of Fontaine, making it impossible (by concept) for the heavenly principle to judge her people and punish them.
By having Neuvillette forgive Fontaine, he basically transformed their -mimic human- nature into fully fledged humans. Erasing the sin of Egaria.

and since Neuvillette is technically in charge and with full authority, I'm guessing it means on a technicality, the heavely principles can't do nothing about it. ( but they probably can, they're just not doing nothing since the game started)

My best guess is that the other thrones still being active, the vision distribution is still active? Which would mean that vision aren't necesserely given by a specific seat..
unless somehow the seat stayed active and focalors plan failed
