Getting a person for streaming on a website requires a lot more steps legally than tracking a torrent (could go in-detail on why that is from a tech perspective if you're curious 👀)

TL;DR: Torrents are peer-to-peer. Computers connecting to each other (so if there's a torrent with 20 seeders, you download 5% of the file from each of the 20 computers). Catching you on a torrent just means setting up a computer with torrent files on it and checking who connects. Catching you on a website requires owning the website.
Longer explanation:
How the companies get you with those is they host the file on one of their computers, and when your computer connects to theirs to download that 5%, it logs the IP Address of your computer and checks what ISP (Ex: T-Mobile) owns that address, then asks that ISP what person on their network uses that address.
At this point, they now have direct confirmation that you (or a person on your network you own at least) downloaded that file.
They're able to do this because it's 0 cost and low effort to just host a pirate file to "bait" people. They don't even need the ISP's cooperation to track who accessed it and start the process.
For websites however, first, they need to have the website track who went to X illegal website.
Problem is... just going to the website isn't enough to file claims. They need to prove that you specifically watched the movie/show that they own the copyright to in order to sue you, not just "a" movie/show. And since all websites nowadays use encrypted traffic, that's pretty much impossible without the companies having direct access to the servers of the website (which is generally intentionally placed outside their jurisdiction for that exact reason lol).
TL;DRTL;DR: Torrents = easy to get caught without VPN/other precautions. Streaming is generally "safe".
Course, in the US, companies realized it made more sense to focus on going after uploaders, not downloaders. It's pretty much just Germany and a handful of other places that still do the hassle of going after downloaders.
