Yes, his MVs received nerfs a bit. But honestly, it's only 3% nerf to his overall damage output. Pretty much a nothingburger.

Resolve generation was nerfed. Less of a nothingburger, but it's somewhat rectified by the third point below:

His Ult is faster now. What they essentially did was significantly reduce the hitstop effect of his Ult. It pretty much cuts down the duration of his Ult from V3 by quite a decent margin.

Because of faster Ult, new combo routes are possible, which:

Actually somewhat cancels out the nerfs to his damage. He's more or less doing the same damage as V3 if you're doing optimal rotations.

Faster Ult also allows more possible actions within stun windows, which actually somewhat solves his Resolve generation during stun. With certain routes and certain teams, he could actually generate more Resolve than before.

Some of his animations have been updated. Billy actually sprouts blades from his back during certain attacks, like Ultimate or EBA.

EBA camera no longer has a chance of going under the arena when chained directly from Ultimate Attack (this was actually a major problem when fighting Vesper with Billy in V3, as the camera of his EBA could potentially fly out to the spectator crowd, for some reason).

Drift Assist Counters is seemingly easier to do now.

there's a decent number of user-made vehicles (cars, go-karts, trucks, airplanes, etc.) in the miliastra asset "store"
some with functionality too

i don't think i've seen played with any vehicle implementation that didn't feel a bit jank tho
