You look at charts like this to figure out Hoyo's yearly pull income for f2ps.
For 4.X it was 88.1+100.1+84.5+73+88.7+56.1+69.2+67.4+73.6+130.3+69.6+91.6+86.8+59.5+83 = 1221.5.
Can do the same for 3.X, 5.X etc to get some sort of average of how many resources you'll have to work with. -
Before or during the version, you ascertain what characters you want and try to figure out what patch they will come out. Then you can make a rough estimate of how many pulls you will have available for each character, based on how much you plan on spending.
For example if you want lauma c0 and nefer c0, you would need to save up a fair bit beforehand since they ran them back to back. -
With all that in mind, each event 5-star costs on average 90 pulls to get with 50/50 included. Then you tally up everything you want from a version to get the total cost. If that cost then goes over the yearly f2p income, you will need to make cuts. I also recommend cutting more than you need, to give a bigger buffer of primos to have at hand in case of emergencies.
And as always, make sure to account for Hoyo's shenanigans. They ALWAYS try to ruin your plans by making hype patches give fewer primos, or add weird gaps in income.

No bina. Might have to start swiping to get her. Feel like shit afterwards because now you spent real money on a gambling game.
