Genshin was originally title Honkai Chronicle and the story is kinda an extension of HI3 Universe
they later change the script and decided to change the name as well
so during the development phase the game is always treated as apart of the Honkai IP

of course they all have separated dev team working on them, even HSR and HI3 will have separate team.
it's just a way for them to classify the IP and how much resources they will put into them
