don't know about post natlan, felt genshin always had this kind of people, remember when Dottore was first revealed back in Sumeru people had discussions whether he was playable or not due to his villainy

You don't have to look at zzz
You can just do the ones already are present in genshin

It was a new way of telling sol stories to flesh out characters who weren't going to be drastically involved in main quest
