They used that to build their civilization until they polluted the environment too much that it became inhabitable

Then they went underground and merged their consciousness into single entity, this entity then designed fake "humans" (their memories and history) and spread them on the surface
They also created "technocratic assembly" to control this lithin among the fake ones (as well as used "fog of reason" to hide their reality)

The goal was for these fake humans to follow the "design" to create the suitable environment for the original "humans" to come back to surface

Btw the composition of fake ones was directly opposite to orginal ones so environment suitable for original ones would be fatal to fake ones
