Tbf, HSR is centered around team comps that buff the entire team's/the main DPS's damage output and doesn't have much else outside of that and some boss gimmicks (i.e. using a shield to bounce projectiles back), though the buffs don't nearly bring the DPS of older characters up to the levels of new ones anyway unfortunately 😭

Then genshin's whole thing is reactions and they've tried for so long not to power creep and now they're adding more "elements" to spice things up as well as giving mega big pp damage characters after years of stagnation

So of course the new characters with new and exclusive shiny new mechanics are going to be the main ones to be buffed (though, there's always been new characters/artifact sets that come out that can buff old units if you farm for them and care about switching things up)

They just utilize them in different ways

So I did some quick math and essentially if we go by 1.0 to 3.5 respectively for both Jenshin and HSR.

25 new limited banners in Jenshin & 41 for HSR by 3.5 respectively. HSR will have 39% more, or 0.6x more limited banners than Jenshin by this version frame.

Because genshin would release characters by roughly 1 per patch, I feel like the double banners and rerun patches sort of even that out to be closer to just 1

But hsr has essentially been releasing characters by 2 (ignore the scammer) since launch and has had only one patch with only reruns and no new banners if memory serves

While genshin routinely has 2 new 5* characters at the beginning patches of each new region then slows to 0-1 thereafter it feels like

And hsr just consistently busts out 2 at a time and even created a new banner system to rerun characters on one and run whole new characters on another with shared pity

It’s important to note that while Inazuma just got freed from the decrees not to long ago, the Raiden Shogun has an especially domineering prescence in general even despite this. We gotta remember that in the past 500 years Ei made very limited public and intimate appearances towards her subjects than being on their level like Mavuika usually is. Whereas Furina is treated sth more of a celebrity or cultural icon. Each Archon is viewed very differently as per their region after all.
