Havoc Rover still has 4 sequences on the table. They'd have to go pretty hard on the limited units to push him out entirely given he works as both Main DPS and QS nuker.

And eventually everything is gonna get powercrept, just a question of how long it takes. And if Havoc Rover is good for another 3-6 months thats already a perfectly fine investment. Same can be said for HTB in HSR. Sure, at some point theere will be a replacement but who knows how long its gonna take.
