Having in mind that this is DnD /BG pack and not just generic rpg, adding such mod would add just another power creep to game which would feel unbalanced and definetly out of touch with whole DnD idea.
But that's just my opinion 
For a dnd themed pack, the current implementation of levels is nothing alike dnd/bg btw
the otherworld literally states that it is in idea of dnd
but sure, as I said, in my opinion those things
I just think this mod could be used as a template to rework the level system and give players a reward each level; For example, if you choose wizard, at lvl 1 you'd get a cantrip, at level 2, your subclass, at level 3 a spell related to your subclass(a scroll, so they don't need to code anything extra), at level 4, a passive related to it (could be a minuscule stat like extra % the magic school you choose) and so on until lvl 20.
The current implementation is not emulating dnd progression correctly
