So waystomes are usable and you can get back on your dragon when in another person's claim

This would allow you to take other peoples waystones and dragons though

Not break and take, only use.
I can't use a waystone or get back on my own dragon if it happens to be in a different claim than my own

In regards to dragon, why not just land outside of a person's claim and have them sit?
