by update, i mean a door doesn't open or close, and a block doesn't break or be placed. this happens only in certain areas of the world. i couldn't find the commonality between these areas but i think it's a chunk related problem. i restarted the server hoping to fix this but it didn't fix the issue. any suggestions?

probably, i'm the only player in the server now, but maybe my friends did something crazy again. no one's with me now, that's why i didn't think it's because of opped player.

You're either gonna need to move the spawn point somewhere else, or disable it in server properties

i'll disable that.
i did find the option, it had a numeric value and i set it to 0 and nothing happened, i restarted the server again assuming it will apply the changes, it only got spawn protection back to 16. i tried to find if these chunks are claimed by someone but i couldn't find that in the map.
btw, i pressed the F3 + G to see the boundaries of chunks, i assumed that this problem is only in certain chunks, but the problem was still in things inside a chunk that contained other things that didn't have the problem.
hold on, some players are opped, i saw that in the logs.
