If it was done this way then everybody would just spend their entire game overleveling to make the pack as easy as possible, completely defeats the purpose of the pack getting progressively more difficult. The main reason the level caps are even there is to prevent people from accidentally overleveling particularly before the first boss, and also before hasturian era with the level 50 cap. Those are the only two caps in the entire campaign, everything else is free leveling with the damage reduction when you're underleveled like Unwisest mentioned.

This makes sense if the player is at said level, yes. With that being said, it shouldn't block player progression towards 60 if the player believes it to be too hard or for whatever reason. He could go to, say, level 55 and have an easier time with that boss.

Some people rather play minecraft on their own virtue and pacing than being gatekept by a quest (*the argument might rise of * "Then play the other prom version" but the difference in amount of content is so great that you prob wouldn't want to), including leveling and skill progression from this modpack. Plus, the recommended level for the bosses wouldn't change. It's RECOMMENDED to do it at said levels. If they choose not to do it and hence getting something apart from the intended difficulty on these bosses, it should be entirely up to the player to do so.
Those are the only two caps in the entire campaign
Fair, I must've misremembered. My suggestion would only apply to lich king/decaying king and the final boss of void's invasion then.

Note that this suggestion entirely could not be considered at all for harder versions of the modpack (the ones that were said to be made in future versions) and it would make perfect sense.

Some mainline quest monsters are kind of though to hunt if you've been sticking to main quests outside of optional/investigation quests

You're still missing the entire point of the level caps. Especially the first one, it's there to prevent people who are spending more time doing non-campaign stuff early from accidentally getting overleveled and being way ahead of the campaign leveling by the time they start. You can't just compare how this pack operates to an rpg game because of the nature of minecraft being a sandbox. The current solution is frankly the best solution because it gives players as much freedom to do what they want and not feel forced to start the campaign at any given point. They're not having their pacing gatekept by the quest, in fact they're having their time respected the way it is.

I have a feeling you weren't in chat much before the level caps were introduced when we had countless complaints from people progressing way too far in their talent level by the time they started the campaign due to either spending time doing other stuff like tech mods or exploring, or just the process of either finding the boss or getting the soul stars or whatever. And how a player spends their time early should not be what's sacrificed in that exchange. That's what the level cap addresses
