Read reforging quest under combat and gear
Craft a channeler, use on leaves to get pixie leaves, make druid boots, find ruined nether portal (they are everywhere), get gold block, use channeler on block to get glisteel, craft mask of power, craft mana catalyst, ez farm
Right, but wouldn't it make more sense to be trying to use the carrot rather than the stick?
Punishments should be used sparingly to discourage failure/bad behaviors, where in this modpack seems to be using it pretty liberally across the board for everyday things. Like I don't want to spend a bunch of terrasteel to keep rerolling my terrashatterer just to have it not be garbage. My point isn't that there is no solution to the problem, it's that punishment is bad for player engagement. It would be better to have an extended cap that is more difficult to reach, than having to just suffer bad loot rolls constantly.
I also don't see anything about what you mention in the reforging questline so I might be misinterpeting something
The mod Spice of Life comes to mind, people usually deeply resented the mod because it was just punishing. When Diet/Nutrition/Carrot Edition came out, you saw a lot more positive responses from players because it rewarded them.
Right but that's not solving the punishing mechanic is my point, it's just further RNG to try and mitigate punishment
Farming and reforging is easy
My point is that it's easy to overcome and I disagree that it is punishing once you see the process
I guess I must be unlucky, I tried to reforge a few times and I still just kept getting negative modifiers
Grab a stack of the materials that you need
a stack of terrasteel is not an insigificant task 
Why reforge botania armor? It's already really good, there's no need
