I don't think those mods are far enough into development for that
The core focus of a modpack should be stable or you know, fully developed?

That being said, once there are mature mods that can be used for this purpose, amazing idea

But honestly the scope im looking for i genuinely think it would be a better idea to make your own game

realistic water and a custom built ship
then where is the npc's that you can fight that are also on ships?
well first of all, theres already pillagers. give them some dialouge, a passive aggressive system, and place em on ships on the water
add ftb quests

what are some features that people would deem needed
Things I can think of so far are:
- A Ship Mod
- Some sort of blueprint/schematic loading mod for starter ships and ship customization
- A World gen mod that makes the world more oceany
