I wish. If only there was an item that we could make and put in a chunk to avoid this issue. But to be honest... the mobs mod adds little, but annoyances to this stellar modpack beyond this

Yes - I can make a million fly repellent or whatever potions, but they just spawn everywhere. Every biome (almost) and even under water and under ground.

You can disable them yourself via datapacks.
