not the place for this, that would be #medieval-mc-fabric however, it is because of chunk negation factor, the more xp you earn in a chunk, the less of a chance xp orbs have to spawn in that chunk. Have to wait on it to regen. This is why xp farms don't work, the idea of the modpack is exploration and standing around in one place earning xp all day doesn't fit with the idea of exploration
