Not sure about exactly x blocks, but you could probably spin a pair of bearings to make the deployer only able to place when it's on the lower portion, depending on how fast the minecart contraption is moving.

Storage connectors can connect to terminals (use a copper wrench if you have to), but ONLY ONE CORE can be used in a single system.
If you know Applied Energistics, this should make it obvious why.
