If i understand how Tetra works, when you convert a tool the mod checks for item parts stability if all the parts of the tool have sufficient stability to hold enchantments, they will be kept if a part of the tool does not contain enough stability the enchantment goes poof. Create bulk smelting (as bunz mentioned) is a good option. encased fan with lava (smelt) or campfire (cook) blowing the hot air is a good way to do it pretty fast and doesn't take a ton of fuel

Oh, you want the belts to be affected? Use brass funnels and use a filter.

Lower the belt to be below the basin, so the funnel sits against the basin. Items can be put onto a Filter that can then be put on the Funnel's Filter Slot.

few tips

for smelting, dont use furnaces, use bulk smelting from create by having a fan run through lava and onto ore

for steel, dont use the immersive engineering process, just resmelt iron ingots to get ad astra steel, does the same thing

and for moving fluids around, I really prefer the immersive engineering pipes as they do not require pumps every 10 blocks or so, one is enough for a whole line

make a very good steam engine that you will use for a long time

there are many schematics of self sustaining t9 steam engines online

later you can upgrade to a better fuel source for even higher levels
