flower box won't work

tried multiple versions and they won't work either. I have moonlight lib installed

i can't place flowers in the flower box, or change the location of it, it only places the flower box in the center of the block

i remember in previous modpacks ive created it takes all flowers and the location can be changed. I even found videos online about it. has it changed?
