tried installing past versions but it keeps coming up with the same issue.

yeah they are mislabled and i have too many versions to edit them all

just use 1.21.1, the message there is correct and very clear

then some are merely marked for 1.21 with too strict version req and you might want to report. fabic has a dep override json one can use, otherwise literally editing the fabric.mods.json inside those jars and chanig 0 to a 1 will do
