It's a known UI bug...sometimes it displays 6% fee however if you look at the actual fee in terms of ATLAS it should calculate correctly with the discount.

If you are in starbased - only food is needed for the scan. No toolkits required.

However the current map sectors that are not yet "discovered" will require the first one to scan there to pay rent in SOL. This will be done one time only on a sector that was never scanned before.

So make sure you have enough SOL in your wallet in case you trigger the rent mechanic. Maybe you can first check if you are able to scan on CSS first, could be that you have ran on a new issues that needs to be checked.

Steps might be a bit counter-intuitive, but here is the logic behind them:

1. Current version of the game uses 4 different RPC endpoints. Each time you refresh you might connect to a different one ( you can check that by pulling the console from browser dev tools - first line after refresh should indicate which RPC you are using, example screenshots )

2. Then there are two general cases when an action fails:
   a) The transaction to execute the action either fails to reach the current RPC endpoint or it is dropped by the validator afterwards
   b) The action completed but the current RCP endpoint has troubles reading the last state on chain and it appears that the action is still pending ( in those cases you usually get an Simulation error in the console or when you approve the transaction from wallet )

That is why refreshing until you hit an RCP endpoint that works better for you might help.

Actually, I think the issue is a little simpler... Using Edge instead of Chrome is a game changer. Where things get stuck in Chrome, like the redundant accounts and crafting (in particular), they go right through in Edge.

First things first, make sure you are on the propper program ID.

1. New game ID is Based, it was released 10 days ago and your ships are probably not there if you have not moved them manually from Labs ( https://based.staratlas.com/ )
2. Old game ID is on those two links, most probably your ships are still there:
