Unable to Upgrade PEN Tuvala Weapon to HEX After Season Graduation

Hello, I’ve graduated my season character and all of my Tuvala gear is at PEN level. I also received the items for upgrading to HEX Tuvala from the NPC Fughar. However, I’m unable to upgrade my weapon to HEX (Converted Tuvala). The upgrade option doesn't appear. Please see the screenshot below.

normally you open the enhancement window at black spirit - put in the tuvala weapon and put the stone into it - same for the accessory
