Hi, I'm a returning player about to graduate my Dosa but looking to play a Drakania, I don't want to level up another seasonal character and instead want to use a Radiant Start Box. I haven't claimed the free PEN Blackstar or the TET one and I know that a DEC Tuvala can be turned into another PEN Blackstar. What would be the best course of action here? Use a coupon to change PEN Tuvala Dosa weapon to Drakania and then get it to DEC?

Just make the Drakania and and use the Radiant box on it and level up the class to see how it feels like to play. No point hard rerolling weapons unless you are very sure you like the class.

Personally I'd just tag unless you really want to hard reroll. You get a box at when you give the Dec Tuvala to Fughar to finish the quest, so no need to use coupon for that.
In the end whatever class you choose focus on, you want Pen BS Mainhand and Awakening. Then grab the Tet BS as offhand.
