No such thing has been announced and it's pretty much impossible considering performance differences and how console bdo is years behind pc content-wise

do you have example screenshot, i believe due to console beeing ages behind when it comes to patches your stuff wouldnt be considered too far and catchup mechanics on PC would let you get most of it rly fast

Basically starting on PC with the current (PC catch up mechanics. Within 3 months you'll already exceed what is top on console or close to normal peak there.)
Secondly. Same with trying to transfer PC accounts across regions. This is impossible. With the main reason being that resources/materials/etc between regions cannot mix. (And if one exception is made, everyone would say 'well you did it for them' unfortunately.) So that about sums that up.
However trust me when I say it's easy to get 300ap/400dp PC with very little effort on the players part as long as you invest a bit of time and start off properly w/ season and free items
