Well the weapon uses concentrated black stones and the accessory uses essence of dawn. So, you should start there.

You can craft concentraded black stones if you have a lot of enhanced helper kits saved up with black stones and sharps.
When I did mine, I forced the tap to 7 since there was no reason to FS it. 8-9-10, I used the safty of the 10k crons they gifted us with the codes from christmas. Wasn't too bad.
The accessory is a guarantee. And, if you did your old moon support accessory, it will give you 100 essence of dawn if you melt it down.

The crazy part is I'm already burning my crons to get this pen blackstar I've been working on for so long. I want the dec tuvala so I can have 2 sov weapons

and the DEC tuvala uses FAR less crons than normal blackstar, so if you can work around using the cron stones for those PEN blackstar attempts i would definitely do that
