It has a small lock icon. That means you marked the item so that you don't accidentally do anything to it that you might regret.

If you got via Jetina, you can only use the Jetina reform stones on it to improve its level until its Pen. then you are free to do anything you want with it, except sell it.
If you got it via Fughar quests than it the only thing you can't do to it is sell it on CM
