send in ticket to bdo, and while waiting keep trying couple of hour
Seems like a problem related to Steam and not BDO
He can’t login into his Steam account, not BDO
i've been in contact with pearl abyss since may, so i'm not sure

but getting back to the problem at hand, when load bdo on steam my account says it needs to be unlock via verification email

i'm logging into another account to send the ticket bc my other account is locked and its waiting for the code to unlock it

Does your steam BDO have word retired in it?
When was last time you played?
If it was before 2021 march, then did you do account transfer?
It sounds like you have missed account transfer
