It says you can delete your exalted stone and then get a crystalized despair from it back. Which is worth 21M.
I was looking for a way to get the soul fragments back and not just 1 despair

Uh... hate to break the news to you, yes you can remove it, but you only get only 1 despair back from it instead of 300 you used to make it. The Cup removal thingy, https://bdocodex.com/us/item/820021/, only works on the accessory cups. Doesn't work on the Alchemy Stone Cup.

The sense of this topic was for talking about the vell's worthiness in my gear progression, I really don't care if I have to buy another blessed for the new vell lol

Vell is extremely worth in the long run. Getting that passive +3 AP just from having wearing the Heart, and the +4 DP from Exalted version, is quite huge gains when looking at Brackets. Not to mention the stats you get when you activate it are very good too. Its actually pretty darn hard to get anything better than a Vell's Heart alchemy stone.

the +4dp is the same as ator, so the only things that change is 1% atk speed, +2 ap and +2 all dp difference from ator
Ikr 2 ap is huge in late game but not when u don't reach any brackets, as I said in the start of topic.
So, +1 % atk speed and +2 ALL AP effect is really that important? 🙂

I know, but its good to throw that into the calculations anyway. In the long run the +4 DP doesn't matter for brackets since you'll be going over that With Duo and Tri Slumbering gear.

In the long run I'd say yes. People like wearing Glorious Olucas Crystals just to get +2% attack from having of those even though you don't get PvE damage from those.

Feel free to skip Vell if you get a Splendid Alchemy Stone of Destruction or better before you get Vell's Heart.
Most veterans recommend trying to get a Splendid Alch Stone only after you can stay above 309 AP Bracket to get the most of out of the AP brackets. Though the AP brackets will change a bit tomorrow with the patch.
