Can't change skill addons

Everytime i try to change the skills that have addons already, to a different skill, i get this error. Used armstrong to reset whole skill page, unlearned skill, relearned skill. everything.

You need an active Secret Book of the Old Moon to swap Skill Addons. Armstrong just allows you to swap skills, not addons. You could also use Memory Fragment per addon change.

i used memory fragments, all 4 other skills could be swapped
