It comes down to what role you want to play. Each class accels in different areas. Ninja is good for 1v1. Berserker has a unique grab that can clean undergeared players. Tanky classes can take more risks. Some classes have good buffs for PVP like Valk, Shai, Witch, Warrior, Striker, and Mystic. Kiting classes like Archer and Musa are good at picking off people. Think about what role you want to fulfill and do some research from there. The "best" is subjective and will change overtime.

Ranger excells at ranged CC, aoe and kiting. She's horrible in 1v1 due to her kit. You'd have to love playing at long range all the time to PVP on Ranger.
