Well if you're a new player then you should be able to get horse outfit from guild login rewards
That increases chance of learning skill
But really
It's a win win situation
Even if you don't get a courser, store away those horses in stables you don't use and wait for imperial delivery event
You'll get a lot of stuff that way

Having high training level helps a bit but yeah its a hassle if you are new and unequipped/unexperienced in horse training. Far better off just buying one aa they are not very expensive
