Pen blackstar = pen godr = pen dandelion c20
Godr same as tet bs
To obtain Godr you need Tet bs

You'll be most likely needing C20 Boss weapons to make Fallen God weapons out of them, cause Pen BS weapons are C20 Pen Boss weapon + the monster damage.
