There is no way to transfer data from one region to another

Also not possible to change from steam to launcher

If you want to play in EU/NA then you need to start from zero
Buy new game and start beginning

Also note that Steam is region locked, so that cannot be changed at all
Only if you move to another region but then again you might need to start fron zero

When using steam version, steam launches the web launcher by itself. And the game for both steam and Launcher players is the same. I just want to know where the files in the web launcher version located so I can copy files and delete the only steam related files. I know there is a download requirement for language difference but main game file should be the same.

I checked every possible way of doing it and in the end, launcher finds and realises there are game files available but proceeds to replace them, why?!? I don't know. At the end you have to download all of the game again. So just install from scratch to stop later headaches and problems from happening.

Problem might be the region change

Different regions have different versions of games and so files may also be different

sure, there is language and server related stuff but things like mount, map, character, music and items are inside the files as well. And the game is replacing ALL of them.

As i mentioned you cannot transfer account details from region to region nor steam to weblauncher

Update on using files from one region to another, You can't use the steam files from regions like tr/mena on regions like na/eu so If you plan on changing the region just uninstall and install from scratch is the answer.

now i downloaded the asia launcher version

can i login to play with the character i have in the steam?

With the weblauncher? Nope. They are 2 separate accounts. The other is being tied into Steam and the other to the Weblauncher.
