So basically i'm making an account right now and with my region of residence it sets my black desert services region to "Black Desert(Russian-speaking Region)" I do not know russian at all and I do not wish to play on russian servers, is there a way to play on EU servers?

wouldnt change anything. steam changes your region according to your wallet location
so you cannot play outside of the RU region on steam unless oyu change that
and even then its difficult to change it
the easiest way is to refund the game on steam and re-buy it on the website

i was making a new account cause i had progressed on an old one like 1-2 years ago and i do not remember a thing and i wanted to start over, it's on na-eu pretty sure so i think i'll just cancel account deletion on that and i'll just put up with whatever progress i made that time ago

then yea, just go with the one you already have access to
you can still start over on the same account. Seasons are basically new starts, though you still benefit from stuff done before to some extend
So i recommend you simply make a season char on your old account and play that one until youre all caught up
