#Cpu recommendations?

Unlikely to be CPU bound, also 144 fps without knowing the resolution is not going to result in good advice because 144@ 1080p is much easier to run than 144@ 4k
It depends on your complete system. CPU / Memory / GPU / M.2 SSD. Also your Display should support 144hz with a descent DisplayPort Cable.
1080p. Also complete system is Gpu-Radeon Rx 6700 XT, cpu-Ryzen 7 5800x Memory DDR4 32 GB/ Sony 980 m2
I have the Dame issues but im Running a Rx 6800xt saphirre nitro+ 🙂 Hexe marni room at 80+- fps
If you screen has 144 HZ and you play in window / borderless it getting caped - i mean i would be happy to reach that numbers i just have 60 hz 
but you can turn of in the GPU settings the vsync and then go into full screen - not borderless - so your FPS are uncapped - reminder very rare - i didnt saw that yet it can come to synch errors but like i said i never had that problem yet
I mean I get over 144 fps, my main complaint/issue is wanting my minimum/lowest fps to be above 144 while grinding. I get like 180+ average but it dips under 144 sometimes even to 98ish on rare times. I know the games unstable so I wanted to see if either getting a beefier cpu or gpu would help
What is your cap at your display ? 144hz or above ?
my monitors refresh rate is 144, game is set to uncapped.
Are you in Fullscreen or Borderless-Windowed? Fullscreen can perform significantly better which might help with those dips.
Also, if you're getting more than 144 FPS I'd recommend capping to 144 since you're not seeing any more frames and running your card at 100% constantly will make it heat up and slow down to stop from overheating. If you're running less than 100% it should have a little bit more wiggle room to run a bit harder and prevent those dips.
If your Display is capped to 144 hz you wont profit from more FPS as its supports only the 144 hz. Seriously there is no need for more FPS as 144 is probably top set.

Looking at this made me do a comparison of framerates with Fullscreen and Borderless Windowed and I found out BDO was running on the APU and not GPU
So make sure that's not happening either lmao
Also if you were wondering I found there was no significant difference between the two - looks to be more important in other games but not as important in BDO
Actually from my cs go days it does improve responsiveness, its due to competitively playing that game and squeezing every frame that Ive developed this sensitivity to frames. 3kliksphilip did a video about it and most cs go players go way past their monitors refresh rate because of being able to feel that smoothness. Me and my striker friend can feel the difference from grinding with capped fps vs not capped when pushing our grind. Edit: Also the higher your framerate the more hits from mobs will speed you up/make cancels easier which some classes live and die by, Im surprised theirs still bdo players who dont know that regardless of "refresh rate" you will benefit from higher frames irrefutably.
I will try it capped to see if that improves over all performance. Overall from the research I did it seems my parts are good enough to handle this game and the dips im experiencing is just from stuttering the game is notorious for which is a bummer. I appreciate everyone's help and it seems like I found my answers. also I have ample cooling/air flow in my case and have premium parts so overheating is a non factor
No longer a issue with 10+ series and 22h2 (w11)
Cruising around with nearly 400 fps in AoS borderless. 5900x, 64GB ram and 4080 v2
It may not overheat but the closer it gets to the throttle point = less flexibility when the going gets rough

Is their a way to tell if I were to upgrade my CPU or GPU which one would lead to higher performance? No one here has answered the title whether i should upgrade CPU or GPU for higher minimum fps baseline?
GPU definitely, it's the one making the frames
Cpu upgrade will only help if your CPU is really old since the GPU is doing the heavy lifting
There can be serveral bottlenecks. CPU / GPU / Memory timings. Is memory set to highest XMP on the bios ? Dunno where to go there.
We know your CPU but what is your GPU?

Honestly your specs are fine, but if you had to upgrade something you could go for the GPU
GPU fam, your cpu is way more than fine.
