It totally depends on your stats.
Tbh I think its too hard
One of ur major options is Buisness/Econ, and every school on this list is a reach for the vast majority of students for that major. The exceptions are Carleton (which is still very hard and I dont think instate would help much. Also a reach for most students) and U of MN.
I think you need to apply to more targets and safeties for sure. For example, Miami University in Ohio is known to give good merit scholarships for oos students and has a decent Buisness program. Itβs also not too hard to get in.
IU Kelley is also another great option where it is not too difficult to get into.
Miami University in Florida, Fordham University, BU, Lehigh, Wake Forest and Villanova are also great options that could be closer to target schools depending on your stats

I also don't think state residency has a substantial effect on LACs like Carleton
definitely not
Carleton is very selective - regardless whose applying it's a reach
Unless if your school has some super special connection to the college
Its a small school so they reject a lot of talented applicants for arbitrary reasons as they have to build a well-rounded class
All of these schools are reaches no matter whose applying except maybe boston college depending on ur stats (but they also got v competitive this year) and umn
Macalester might be a good in-state option if you have high stats
Boston College CO25 acceptance rate is ~19% including 2 ED rounds so... it's not that easy either
The only safe-ish school I can see is UMN TS
