If you decided to take hard classes, still try for a 3.85 ish

Having visited UVA, VT, W&M and JMU, I would def pick UVA over VT for engineering personally. Driving around Blacksburg (and Harrisonburg), it's hard to get excited about the town/area. 4.5 hours from NoVA as well and the only good way to get there is driving.
