neither does UWash
Im not sure about the others on your current list but you should check by googling the school name + "international student aid" . If the only information on the resource page is for external scholarships then that means the school isn't going to offer and reduced tuition for you

You could apply to the schools that don't offer international aid if you get a guaranteed alternate source of funding like through your government

@spring cave your list is almost entirely public schools, which provide little to no international student aid generally
so id focus on private schools that might be able to meet demonstrated need for international students

you might want to check out williams college, fantastic liberal arts college in massachusetts with a well-reputed cs program and they are one of the most generous for international aid
it might be more rural than you prefer though
i love williams!!
but dont you think it would be a bit far fetched
