double major as stem will be very hard wherever you go, esp if you want to take classes outside your major

Biased here, but CMU has most of your preferences. we have a lot of research opportunities for undergrads in SCS, and our coursework, especially for CS, is definitely very theoretical. There are also good internships. Like most uni's, we are more liberal leaning (although there is not as much activism present on campus, compared to say, Berkeley). There are also rarely issues with course registration, since the school size is so small that they help you as needed
cali heat is not that bad depending on region
like uc berkeley & north bay region is p chilly throughout the year
it basically only gets hot in summer months

What do you mean by pre-professional emphasis vs intellectual
im assuming like experiential learning vs theoretical
i'm kinda thinking of schools like penn where there seems to be a pretty big pre-professional focus among ppl
