If you're a CA resident, then I definitely recommend utilizing the CA system as best as you can, using some of the recommendations other students have listed. The CA school system is one of the most robust in the country, and there's really not anything quite like it.

Depends on a few things. You can knock 2 or so years off by going to community college for free and then transferring.

Depends on what you want out of it and how you want to use your money.
I think going out of high school is more rewarding, both personally and educationally.
