how does a UC regent scholarship at a campus affect financial aid?

as in suppose i didnt have regents and went to this UC and they gave me 10k a year in need based financial aid.

now suppose i have regents. do they give me the same 10k in addition to regents so 15k? or do they factor in that 5k by decreasing my cost of attendence by 5k and thus give me only 5k of need based financial aid for a total of 10k with the regents?
