Yes, but I’d argue that research opportunities at CSUs are more accessible than at many UCs. For example, at Cal, students often compete with hundreds of other students for research positions. iirc Berkeley even restricts access to faculty office floors until students reach upperclassman status—first and second-year students can’t even take the elevator to those levels.

On the other hand, at CSUs, it’s much easier to connect with faculty, which leads to more accessible research opportunities (even if there are less of them).

If my goal were graduate school, I'd personally rather go to Cal Poly or a different CSU over a UC.
