fyi at berkeley, only majors in l&s are considered "impacted". when they say impacted, they dont mean that these are the hardest majors to get into, rather it's just that if you're in that particular college, it's harder to declare those majors than other ones (so if im in l&s, it's harder to declare a political economy major than a legal studies major). for coe afaik you can transfer within majors easily (however for eecs it needs to have been your first change). so you can apply aerospace, but also if you don't like it later you can just switch to another coe major. i don't think you can switch to a non coe major as a coe student though but yeah if you want a source check this out.
